The turncock reported 18 leaks in the high pressure system during the mouth, and one in the low pressure system. The water report by Air,;' Innes was read, and it- was decided to notify users not to waste water, or a prosecution would billow. The lighting committee’s report was adopted, and the engineer was instructed to report on lighting requirements at the motorists’ camp. The works committee’s report was adopted, also a lengthy report by the committee set tip to meet the Rugby sub-union regarding the use of tlie ground. An oiler of .£4O was submitted, and after discussion it was agreed to lease the ground to tlie sub-union for five years on the same terms as last year, (he council taking the grandstand takings and issuing a certain number of free seat tickets. , A letter was read from Air. C. Mc- ■ Kenzie on behalf of the S.P.C.A.. and was referred to Mr. Dunlop, with an intimation that the council would assi.-M m any way he thought fit. It was decided to carry out tho Anzac Day celebration in tlie same way as last year. Ail application for road improvement by Air. E. I). Swan was referred to the works committee. A special meeting is to be, hold on Thursday to adopt tho 1 by-laws. Cr. It was decided to advertise the council’s intention to apply to the Loans Board regarding the Marino Parade loan money. SURFACING THE PARADE. The committee set up to deal with tho surfacing of Marine Parade from Alurrne street to 11le Wairoa bridge reported at length, Mr. I!. M. Mowat having met that. body. Four systems ranging in value from under £2COO to about £SOOO were submitted, Mr. Mowat recommending a three-coat seal instead of ! two. As the Alain Highways Board ! would subsidise that portion between Paul street and the bridge the cost would be proportionally less. The charge for interest and sinking fund was set down at £4. Four or five contractors bad been asked, and they stated the job was too small for them to bring their | plant over, and the council might have l 1 to purchase its own. The committee recommended, “That the council adopt the throe-coat sealing of Marine Parade.” Other recommendations dealt with tho portion in charge of the Alain Highways Board. In reply to questions, Air. Alowat . stated the length to be done was 42 ! chains, and the estimate covered the preparatory work. The proposals covered the whole width of the parade, except 9ft. over the main pipe line. Cr. Gemmell said that in the opinion of the committee a two-seal system was not satisfactory, and the third coat would enable the highway to stand up to tlie traffic for seven years without any maintenance, and probably more. It. would be wise to make a good job of it. The strip not sealed could be tarred to keep down the dust. Cr. Fraser asked if ilierc was any guarantee that the road would then stand up to the traffic. Air. Alowat said no such guarantee could be given, but if the foundation was good it should last that time, or live years at least without maintenance. In reply to Cr. Ross it was stated the Alain Highways Board would subsidise from Paul street to tlie bridge, and no doubt also would do Carroll street, as it was on the main highway. Cr. Gemmell said they had no separate figures to show, but he believed the maintenance eost of the parade for years had been double what the interest and sinking fund amounted to. Cr. Flinthad given it as £784 eight years ago. and there had been a great increase in traffic since then. It would lie better finance to go for a loan at a cost of £SOO a year instead of spending hundreds of pounds for nothing in the shape of a street. CY. Ross moved, and Cr. Wilson seconded, “That the recommendation of the committee he given effect to.” Cr. Fraser moved an amendment, “That - while thanking the comhiittee for its

recommendations the same be lipid over until the Main Highways Board has declared tho Marine Parade a main highway.” Cr. Fraser said he was out. to save two-thirds of the cost, for if not. the loan would be endangered. The Mayor and several councillors said tliere was no hope whatever that- the Main Highways Board would recede from tlie position it had taken up. The amendment was seconded bv Cr McCurdy and lost, .Crs. Fraser and Me Curdy voting for it. and tlie Alnvor and Crs. Ross, Gemmell, Brady, Flint and Wilson against it.
