REFERENDA PROPOSALS "DYNAMITING CONSTITUTION" CANBERRA, April 10. The Government's three referenda bills providing for (1) complete power to amend the "constitution ; (2) for power to control industrial affairs, and (3) control over trade and ' commerce, all passed their second readings. West Australian and Tasmanian members declared that there was no hope whatever of the first proposal, giving the Federal Parliament power to alter the constitution at will, being carried. The electors were not prepared to allow the Federal Government to dynamite the constitution. Rather would West Australia and Tasmania prefer that the Federal Parliament be abolished.
