CABINET FORMED PURELY PROVISIONAL (Received Feb. 1, 19 a.m.) MADRID, Jan. 31. General Borcnguer has completed the Cabinet, with himself as Prime Minister and War Minister, and the Duke of Alba as Minister of Education. A notable absentee is Sonar Combo, the foremost economist, regarded ns a strong man capable of overhauling Spain’s* finances. It is gathered that lie imposed conditions to which King Alfonso and General Berenguer were unable to accede. It is understood tlial hi* demanded liberty to report upon the financial position under, and resulting from, the late dictatorship. It is announced that the Cabinet is purely' provisional, and will hold office only until the general election, and until Parliament is convened.
