BILL RECEIVES ASSENT (Received April 11, 12 noon). CANBERRA, April .11. Royal assent has been granted the Financial Agreement Bill lo ratify the financial agreement between the Slates and the Commonwealth last year. Certain phases in the agreement, involving changes in the constitution cannot be put into effect until submitted to a referendum of the people, which will foci taken simultaneously with the Federal general election.
