CARELESS STATESMEN NAVAL REPORTS LOST (Australian and N.Z. Cable Association.) ' LONDON, October 5. Brigadier-General Waters has* published his memoirs entitled “Secret and Confidential, ’ ’ in which he recounts fascinating anecdocs of his services as an artillery attache. As typical of Cabinet Ministers’ carelessness General Waters recounts 1 luit in 1892 the naval and military committee secretary reported that, it would be suicidal ever to attempt to force the Dardanelles by warships alone. Only six copies of the report were printed and circulated. Later tlvev'were recalled, bul four were never returned. Lord Salisbury replied he put his copy in the pocket of an old coat which he gave to his gardener, and Mr. Arthur Balfour said he had not the slightest idea what he die with his copy.
