Sir Robert Horne, former'Chancellor of the British Exchequer, speaking at a dinner in his honor given by the Pilgrims, urged ‘his audience to place no faith in the rumors that “England is done.” He said: “The country gains by her misfortunes, and will be helped greatly by the Locarno Pact, which will go far to restoring trade and commerce to Europe.” ■ • ’ - - * The former United States Secretary of State, Air Hughes, said: “Tho promise of Locarno is not in the -language of treaties, blit in the disposition to make them.”.! Air‘Hughes said lie hoped the United States Senate, acting upon the recommendation of Air Coolidge, would give proper support to a, permanent Court of International Justice. BERLIN, Oct, 25. Though the Nationalist decision has caused considerable excitement, the final word rests with the decision of the German National Reichstag party. Afeatiwbile President Hindenburg, Heir Luther, and Dr. 'Stresemann have cancelled engagements and are remaining in the capital to negotiate with the party leaders with an aim- to settlement.

GERMAN DISARMAMENT. EVACUATION OF COLOGNE. (Reuter’s Telegram .) LONDON, Oct. 24. The German Ambassador yesterday banded the Foreign Office a. copy of a German Note to the Conference of Ambassadors detailing German' disarmament, Pending discussion by the Ambassadors no date is fixed for the commencement of the evacuation of Cologne, but it is expected arrangements for it -will be accelerated as the result of the Locarno negotiations.
