PERSECUTION OF LAND-OWNERS. (Tlie Times.) (Received March 2, 11 a.m.) LONDON, March 1. The Times’ Riga correspondent says the Soviet Government has commenced a new campaign against tho former landowners. It lias decreed their eviction, without exception, from dwellings and portions of their former estates which hitherto they were allowed to retain and cultivate. The decree divides ex-owners into three classes —firstly, those having relatives abroad; secondly, those living near the frontier; thirdly, those who in any way participated in the struggle against Bolshevism or occupied responsible positions under the. old regime. The latter must be evicted before April .1, and the other classes by September and December 31 respectively.
