SIR. H. RUMBOLD GOES TO SPAIN.

Sir Esme Howard, Ambassador to Spain, succeeds Sir Auckland Geddes at Washington. Sir Horace Rumbold, now at Constantinople, has been appointed to Madrid. Sir A. Geddes is suffering from eye trouble as tho result of gas poisoning in wartime, aggravated by close attention to duty.
