Mr. Hughes, addressing the American Society of International Law, answered the Senate's criticisms of Mr. Harding's World Court plan. Ho reiterated, emphatically, that, the United States is not trying to enter the League of Nations, and demonstrated the League to be unable to control a Court. Regarding the British Empire's six votes, Mr. Hughes stated that it is practically impossible for the Empire or any combination to secure the flection of judges in aid of a particular political interest. The admission of various parts of tho Empire has been in recognition of the aspirations of the peoples composing them. This has not been found an unsuperable obstacle to other Powers' support of the Court. He declared that whatever else we should have, we need at once a, permanent Court of International. Justice. No plan to promote peace can dispense with it. We shall make no progress towards the prevention of war if we adopt a perfectionist policy. Mr. Hughes' address comprised an extraordinary detailed legal argument, proving that the Court would be purely judical. Lord Cecil, in a farewell speech, said: "I .wish that some nation or power in the League of Nations would bring into the League the question of the Ruhr."
