A White House spokesman announced that Mr. Harding has completed a. plan providing for the full use of the naval and military forces to suppress liquor smuggling, The President lias requested the Department pf Justice to rule whether such forces may be used to enforce civil prohibition. If the ruling is favorable a. fleet of fast submarine chastors will immediately bo assigned to patrol the coast, with military guards ashore to prevent their landing. NEW YORK, April 29.
