McKinley has appointed a Commission to study and report on the future of the Philippines. The Commission includes Admiral Dewcy and MajorGeneral Otis, the naval and military commanders of the island. Senator Grey, one of the American Peace Commissioners, speaking at Wilmington, said that while the Powers were willing America should take the Philippines, they would aggrandise themselves if the islands were exposed to anarchy. Hence Mr McKinle3 r 's acceptance of the principle of sovereignty in trust was in harmony with tho liberty and aspirations of the people governed. Madrid, Jan. 16. It is stated that Premier Sagasta intends to ask the Cortes for authority to sell the Marianne, Caroline, and Pclew Islands. (Received Jan. 17, 10.20 a.m.) HongKono, Jan. 16. Disease is prevalent among the American forces in the Philippines, and many troops are incapacitated by sickness. London, Jan. 16. The Times says Great Britain will not object to Germany acquiring the Caroline Islands from Spain.
