THE DISARMAMENT SCHEME.

Count Mouravieff, Minister of Foreign Affairs, has addressed a circular to the Powers, stating that, notwithstanding recent events are apparently antagonistic to the Czar's scheme, Russia still proposes to hold an internationjl disarmament conference. He asks for an interchange of views on the subject. (Received Jan. 17, 10.20 a.m.) Count MouraviefPs circular to the Powers defines the programme proposed to be submitted for the consideration of the conference. The subjects to be discussed are : Arrest of the armament of nations, mitigation of warfare, extension of the principles of international mediation and optional arbitration on matters in dispute between nations.
