It is officially notified that, owing to British and American protests, China refuses to extend French, jurisdiction in Shanghai. St. Petersburg, Jan. 9. Feverish anxiety is being displayed in Russian dockyards. The enrolment of conscripts is larger than ever. Reinforcements for the East are being expedited. Paris, Jan. 9. French newspapers assert that the Blue Book issued by Great Britain on Madagascar is intended to prevent pacification. They urge the Chamber of Deputies to promptly vote further navy credits. The French working classes are making heavy withdrawals from the savings banks owing to the apprehension of international disturbances and war with England.
