London, Feb. 7.
Russia, Great Britain, and France intend to advise China to. open her ports to the world ; also that the Japanese should not be allowed to annex territory on the mainland, but the latter is not to be restricted with regard to indemnity, retention of the captured fleet, and strategic positions. Shanghai, Feb. 7. It is reported that General Nodzu, commander of the fifth division of the Japanese army, has been killed.
