YESTERDAY'S PROCEEDINGS. Hobart, to-day. The Federal Council resumed its sittings in the Executive Council Chamber yesterday. An address was voted to Hia Excellency Sir George Strachan, praying him to telegraph to Her Majesty the Queen, the resolution passed at the previous day's sitting, asking for further information respecting the Islands of Raiatea and Samoa. The following Bills were read a second time -.—Authorising the service of civil process beyond a colony in which it is issued ; providing for issuing and facilitating of proofs of the Council's Acts in the colonial Parliaments. Mr Steer (Western Australia) gave notice of motion urging united action on the part of the Imperial Government and the Australasian colonies in concerting measures for the adequate defence of King George's Sound and the erection of a light house for signalling purposes on Cape Leuwin ; also that the lighthouse at Cape Leuwin be placed in telegraphic communication with King George's Sound. Mr Douglas (Tasmania), in a vigorous speech, emphasised the remarks he made at Wednesday evening's banquet relative to the future independence of the colonies. Mr Douglas stated that his predictions applied to the distant future, and concluded by declaring his reverence for the person of the Queen. The Council then adjourned until Monday.
