HOME AND FOREIGN. THE ENGLISH PRESS AND THE COLONIES. London, August 2. The Morning Post commend Mr Turner Premier of Victoria, on tho manner in which he is grappling with the finances of the colony. The Post hopes that the other colonies will imitate the action of the New Zealand Government in supporting the Pacific cable. ENGLAND AND BEOHU AN ALAND. Capetown, August 2. In tho Cape Colony Legislative Assembly Mr Cecil Rhodes, tho Premier, said the Imperial Government had spent £2,500,0 )0 upon Bechuaudland, which it now handed over without obligations. Surely the Cape ought not to act churlishly regarding the conditions. Mr Sauer, who moved an amendment that there should be no change in the status of the Protectorate without the consent of the Cape Parliament, said that in their first encounter Mr Chamberlain, Secretary of State for the Colonies, had got the better af Mr Rhodes, and virtually constituted himself a member of the Cape Cabinet by insisting that conditions should be imposed. THE BOERS AND THEIR VICTIMS. , London, August 2. A letter to the Daily Chronicle states that Geneial Joubert, commanding a large party of Boors and native allies, attacked a native stronghold north of the Transvaal territory, killed 18, and exhibited their heads as trophies. Five thousand natives, including women and children were driven towards Pretoria, and the roadway strewn withjfche bodies of those who died from starvation. THE LIVE CATTLE TRADE London, August 2. The Gulf of Siam’s horses and cattle died from congestion of the lungs caused by intense cold duringthe first fortnight. The best horses died. The underwriters have agreed to insure live cattle for 10 guineas per cent.
