CAPETOWN, July 8. The Union Parliament has been prorogued. A Bill providing for the settlement of industrial disputes and the management of trade unions was passed by the Assembly, but was blocked by the Senate, and was thus prevented from becoming law, July 10. Viscount Gladstone, the retiring Gover-nor-General, in acknowledging farewell addresses, emphasised the growing danger of the colour question. If it were allowed to drift, the moral authority of the whites would continue to decrease.
