In the course of the debate on the Foreign Office Estimates in the House of Commons, Sir E. Grey said the Government had done its best to promote disarmament. He could not say that there had been much response from other European countries. Direct suggestions for a reduction in armaments had been unsuccessful, as they were regarded as attempts to limit control and freedom of action, which foreign countries resented accordingly. In some cases the relations with Great Powers had improved, and the relations -with all had stood the strain of the Balkans better than was anticipated. The most notable thing last year was not the naval, but the military increase.
