Sensational disclosures are being published in the Austrian press concerning Count Khuen-Hedervary's recent audience ■with the Emperor Francis Joseph in connection with a proposal that was forced on the Government by the followers of Count Kossuth to restrict the enlistment of army recruits. The Emperor reminded Com/. KhuenHedervary (the Hungarian Premier) that Hungary had never had a truer friend than himself. He had always tried to rule constitutionally, but there wae now a desire to interfere with his rights as a monarch. If this were not altered there eould be nothing for it but his abdication. •The Emperor's letter, where he conserves his right to call up recruits, has been published.
