RESIGNATION OF THE IRISH SECRETARY. -- LONDON, March 7. In the House of Commons Mr Balfour regretfully announced Mr Wyndham's resignation as Irish Secretary, partly on tlie ground of health, but chiefly on the ground of Mr Wyndham's belief that the recent controversy bad greatly impaired, if not wholly destroyed, the value of his work. Mr Balfour hoped Mr Wyndham would soon be sufficiently recovered to make a statement. The announcement was received at Belfast with satisfaction. Among Unionist circles the decision is declared to be wise, though it is admitted Mr Wyndham gave the best of Land Acts. Amongst Unionists in London it is believed the retirement will strengthen the Government's majorities, recent division lists snowing defections due to the Irish policy. ====== @$
