THE RUSSIAN UPHEAVAL.
ST. PETERSBURG. March 6. All the strike leaders in Warsaw have been arrested.
ST. PETERSBURG, March 7. In order to enable all his loyal subjects to be promptly heard the Czar decreed 1 a Ministerial Council, presided ov.er by himself, to consider all views and wishes leceived from individuals and institutions regarding perfecting State administration and improving the welfare of th,e people. The strike at St. Petersburg is extending. During disturbances at the Putiloff works the men blew up two boilers. A free fight among the raen followed, 22 being killed and wounded with revolvers. Putiloff will be closed to-day unless all the employees resume. The men are incensed at the police arresting and transporting to villages all who elected their deputies. LONDON, March 6. The. Czar's declaration that Russia's power must be predominant in the Pacific Ocean has created amazement in Russia and abroad. SYDNEY, March 7. At th><* labour demonstration at Broken Hill a r-esolution was adopted expressing sympathy with the Russian strikers and horror at the recent massacre, also pledging the Broken Hill workers to give practical and financial aid.
