Soviet Offer Of Token Payments Refused NZPA—Copyright Rec. 8 p.m. WASHINGTON, May 10. Russia has offered to repay only 2 per cent, of the value of supplies and equipment advanced to her under lend-lease, it was reported today. The United States, during the war. sent Russia shipments valued at 10,800.000,000 dollars. Russia was supposed to pay for items left over after the war if they had a peacetime value. The United States valued such items at about 1.000,000.000 dollars. State Department officials said today that Russia had made several ofTers of token payments, all of which had been refused.
