AMERICAN OFFER AGAIN REJECTED

Rec. 7 p.m. BATAVIA, Aug. 17. The Indonesian Republican Government has sent a reply to the second American offer of good offices to settle the Indonesiaan dispute. It repeated its request that an international arbitration commission be sent to Indonesia as soon as possible, and asked again that America use its good offices to influence the Netherlands and the Security Council to agree to international arbitration. The Government said it was unable to alter its decision, made earlier.
