PROPOSAL FOR ARBITRATION SELECTION OF COMMISSION Rec. 8 p.m. NEW Y<?RK. Aug. 15 A proposal for arbitration of the Indonesian conflict by three countries chosen independently of the Security Council was made by Dr v an Kleffens in the Security Council to-day. He suggested that the Indonesian Republic and the Netherlands should each designate one nation for the arbitration commission. Those two nations would appoint another nation which they regarded as impartial. This impartial State would send a' number of its nationals to Indonesia to investigate the situation. - Dr van Kleffens repeated his belief that the Security Council had no jurisdiction in the dispute, because the Indonesian Republic was not a sovereign State. He suggested that the impartial State could also use its “ good offices ” in the dispute if American efforts failed. He also proposed that all consuls stationed in Batavia should draw up an immediate joint report on the present situation in Java, Sumatra and acting Polish delegate, Mr Julius Katz Suchy, attacked the Dutch proposal as an attempt to by-pass the United Nations.
