The United States has distributed to all American nations except Argentina proposals for an inter-American defence treaty for discussion at a conference of western hemisphere Foreign Ministers at Rio de Janeiro in March or April, reports the United Press. The United States proposes that American republics refrain in international relations from the threat or the use of force against the territorial integrity or political independence of any State or act in any manner inconsistent with the United Nations Charter.
