The procedure was explained by Mr Mackley, who stated that rabbit boards were not compulsory, the decision resting entirely with the farmers concerned. In answer to a question, Mr Mackley said that although the farmers had the legal right to the skins, in a rabbit district they were usually handed over to the rabbit board to help to defray expenses which could not be altogether met by the rates which, boards had the power to strike. A petition signed by a majority of the district farmers who paid rates on at least 10 acres of land Was necessary .before a board could be set up. Should the trustees be dissatisfied with operations they had the power to hand ihe destruction of rabbits back to the Government. In such a case rates would not be collected. The chairman, Mr J.
