APPEALS AGAINST DECISIONS SUGGESTED PROCEDURE (0.C.) .... WELLINGTON, Septy.lß.. An amendment to the National Service Emergency Regulations to give to those concerned the right to apply to an independent judicial tribunal for leave to appeal from a decision of an Board, and, leave being graniedv4bc right to have the appeal by an independent " judicial tribunal on grounds that might seem just, was sought by Mr W. P. Endean (Opposition, Eemuera) in a question addressed to the Prime Minister. Mr P. Fraser, in the House of Representatives to- ' Under the' Mr Endean said. the Crowh' HprßSeniative in his absolute discretion might permit or refuse the rehearing of an appeal. This conflicted with the recognised principles of British law and justice. . 3|
