The Herald-Tribune says semiofficial figures from Ottawa show that Canada is spending 3,000,000,000 dollars for war purposes during the fiscal year 1941-42. This is half of Canada’s national income and is double that of the United States effort on the basis of population. A Canadian Order-in-Council prohibits strikes in defence industries except where a majority of workers vote in favour. The order further provides that a strike vote must be supervised by the Labour Department, Hitherto strikes have been illegal before a dispute is examined by the Conciliation Board, the findings of which need not be accepted by the management or the workers.
