(Received Oct. 3, at 10.40 p.m.) Germany sent a Note to the State Department warning United States merchantmen against suspicious behaviour in British and French waters. It urged against changing course, radioing on sighting a submarine, zig-zagging, screening lights, disobeying a command to halt, and accepting British and French convoys. . A State Department official interpreted the warning as acceptance of President Roosevelt's decision to make United States ships show the flag, keep their lights burning all night, and not to accept a convoy. SUPPLIES FOR SUBMARINES AMERICAN SMUGGLERS THE ATLANTIC COAST PHILADELPHIA, Oct. 2. (Received Oct. 3, at 11.55 p.m.) The Philadelphia Record declares that the Federal authorities are investigating reports that, smugglers are supplying oil, food, and water to German submarines on the Atlantic coast. The authorities learned that three Germans in Philadelphia hired "several known ex-rum-run-ners along the New Jersey coast." The supervisor of the alcohol tax unit has allegedly given the Federal authorities a list of known bootleggers and rum-runners. CUTTER CAUGHT BY CRUISER REFUELLING A SUBMARINE NEW YORK, Oct. 3. (Received Oct. 4, at 0.15 a.m.) Private advices allege that a cruiser caught a Dominican cutter refuelling German submarines. It sank the cutter when firing on the German submarines. Repair bases have been established on ]the Dominican coast, and larger ships owned by the Dominican Government are being used as mother ships, meeting the submarines on the high seas. CUTTER SUNK IN COLLISION SAN JUAN, Oct. 2. (Received Oct. 3 at 11.30 p.m.) A Dominican coastguard cutter was sunk and five members of the crew were drowned in a collision with a French cruiser. Two French cruisers were patrolling to prevent the reported delivery of supplies to German ships by a cutter type of ship. WAR RISK INSURANCE RATES EQUALISED LONDON, Oct. 3. (Received Oct. 4, at 1 a.m.) War risk insurance rates, applicable from 11 a.m. to-day, equalise the outward and homeward voyages to New Zealand and Australia at 50s per cent. THE ALLIED CAUSE NO RETREAT FROM POSITION SYDNEY, Oct. 3. (Received Oct. 3, at 10.50 p.m.) In a speech at the National Glub luncheon to-day, the Prime Minister (Mr R. G. Menzies) declared: " There can be no abandonment of (he Allied cause in'this war. There can be no retreat from the position adopted against Germany. Better that this generation should suffer once in this cause than that generation after generation should become prey to lawlessness."
