POSSIBLE GERMAN MONOPOLY NEW PAYMENTS AGREEMENT LONDON, Aug. 10. The Financial .News says it is reported that Germany and South Africa are negotiating a new payments agreement involving German purchases from the Union of £10,000,000, with a corresponding increase in South African purchases from Germany. It is believed that this will give Germany a monopoly over South African wool, of which she is already the largest consumer.
