Butler, replying to a barrage of questions in the House of Commons with regard to the withdrawal of troops and war materials from Spain, said the situation was rapidly returning to normal. Some war material had returned, but a considerable quantity had been handed over to the Spanish Government. Sir Archibald Sinclair: Is not that contrary to the Anglo-Italian agreement? Mr Futler: The agreement states that all Italian war material would be withdrawn, but we cannot stop the Italians selling or giving it to the Spanish Government.
