WIRELESS BROADCASTS CONCERN IN AMERICA WASHINGTON. Dec. 7. (Received Dec. 8, at 0.30 a.m.) Ostensibly referring to regular wireless broadcasts to Latin America from Fascist and Communist countries in Surope, which are known to be causinc concern fr" officials the UnHer-secretary for State (Mr Welles), in an address inveighed against alien propaganda and strongly reaffirmed the Monroe Doctrine "Any attemnl on the part of non-American Powers to exert, through force, their political or material influence on American continents will immediately be a matter of the gravest concern not only to the United States but every other American Reoublic. and appropriate action will immediately be determined as the result of common consultation among them.'
