THE GOVERNMENT'S PROGRAMME AUTHORITY TO BORROW £6,000,000 (From Our Parliamentary Reporter) WELLINGTON, Nov. 16. Authority for the borrowing £6,000,000 for various public works is given in the Finance Bill which was introduced in the House of Representatives by Governor-General's Message to-night. The money is to be raised for the following purposes: Construction of railways and additions to open lines, additional rolling stock and other railway works, telegraph extensions, construction and improvement of roads, tracks and bridges for purpose of improving access and development, the construction of irrigation works, the erection of public buildings, including schools, and other public works, including administrative charges. In addition to the amount of £6,000,000 the Government is authorised by the Bill to borrow £2.000,000 for the construction of main highways.
