The men employed on public works of the Dominion, said the Minister, were the best: that were offering anywhere, and it was only right that they should enjoy the best possible conditions. One difficulty that faced the Public Works Department was a shortage of certificated men, and it was proposed to give the men. employed on various jobs the opportunity of qualifying for certificates which would make them better acquainted with the use of explosives and so on. Commenting on the 40-hour week, Mr Semple said there was a suggestion that the shortening of hours would lead to a reduction in output, but he was satisfied that the reverse would be the case. It stood to reason that men who were receiving two days' leisure instead of one would tackle their job with a greater degree of efficiency. Another important concession was that men who had been employed for 12 months would receive five days' leave on full pay per annum, and the men who had had two years' service, or more, would receive 10 days' leave on full pay. It was only right that men who had given good service to the department should receive, some reward for their labours. Steps'were also being taken by the department to improve the social amenities of public works camps. Provision was being made for the building of recreation halls and the establishment of libraries.
