STRANGE POSITION ARISES LONDON, February 22. (Received Feb. 22, at 10 p.m.) A strange, position has arisen in connection with the British Sculling Championship, which the holder, Ted Phelps, suggests bequeathing to his brother Eric. The latter, who is coaching in Switzerland, has written objecting to the suggestion that he should take the title without a race. As a race , between two brothers would in any event be unsatisfactory, Eric declares that, if Ted retires, he will row any other challenger for the vacant championship.'
