NAVAL CONFERENCE
THE PRELIMINARY TALKS ■ British Official Wireless.) RUGBY, July 28. (Received July 30, at 5.5 p.m.) Captain Raineri Biscia, an Italian naval'expert, who will arrive in London this evening, will on Monday have conversations with the Foreign Office and Admiralty officials. The object of his visit is to prepare for other formal, naval talks in relation to next year's conferences, which are to take place in the autumn.
