GERMANY'S CLAIMS MEMORANDUM TO THE LEAGUE (United Press Association.) (By Electric Telegraph—Copyright.) LONDON, June 17. (Received June 18, at 7.25 p.m.) Dr Hugenberg has presented to the League of Nations a memorandum urging Germany's claim for colonies in Africa. It declares that under Herr Hitler's guidance Germany is fighting against the destruction of the West, and refuses to be destroyed by the lower type of humanity developing among the Western peoples. If Germany goes down others will follow. Consequently it is essential to restore Germany's old position as a payer of international obligations. In the first place it is necessary to grant Germany a colonial empire in Africa, enabling the Germans to carry out there works and enterprises which otherwise could not exist. Secondly, Germany could give " people without space " new areas in which to settle. The world, the memorandum declares, is suffering not from over-production but from underconsumption. The German delegation informed the League that Dr Hugenberg's memorandum is private, and in no way conforms with the delegation's opinion.
