A REIGN OF TERROR NUMEROUS VILLAGES SACKED (United Press Association ) (By Electric Telegraph—Copyright.) PEKING, October 10, Eastern Shantung, where the rival generals, Han Fu-chu and Lieu Chennien. are struggling for control, is subjected to a reign of terror, according to despatches from Chefoo, whither thousands of refugees are flocking. Numerous villages in the hinterland have been sacked and burnt by the soldiery on both sides.
