A FORMAL ALLIANCE
JAPAN’S OFFER TO FRANCE NEWSPAPER'S DISCLOSURE. LONDON,. October 9. The Sunday Times discloses . that Japan recently offered France a formal alliance. France refused because a veteran diplomat, with Eastern experience, regarded acceptance as a dishonourable breach of faith with the other Powers while the Lytton Commission was investigating Japan’s acts in Manchuria.
