TARIFF TRUCE
THE GENEVA CONFERENCE. *’ - 1 BOMBSHELL FROM FRANCE. (United Press Association.) (By Electric Telegraph—Copyright.) v LONDON, February 28. (Received Feb. 28, at XI p.m.) The Times correspondent at Geneva says that all prospects of .a tariff truce, agreement were virtually destroyed today when the French delegate (M. Serruys) suddenly announced that he had no intention of signing any agreement. The chairman requested delegates to deposit their lists of exceptions to the truce, when M. Surruys rose and said that many, European countries had been ingeniously changing their tariff conditions, without actually tearing up the treaties. He suggested instead of a truce, a series of international guarantees, which would create an atmosphere of security and pave the way for future negotiations. This bombshell caused a sensation, and it will probably be necessary for the delegates to consult their Governments.
