QUESTION OF LEADERSHIP. POSITION OF GENERAL HIGGINS ASSURED. (Special to Daily Times.) WELLINGTON, May 4. Commissioner Hay, who has just returned to Wellington, commenting on recent cables respecting General and Mrs Booth, says that there is no “fight” between General Booth and the “new General of the Army. The matter of the transfer of the trust from General Booth to the Salvation Army is now in process.* If Mrs Booth used the expression that General Booth is ‘ climbing up ’ to better health it is quite contrary to the latest information we have, in respect to his condition,” said Commissioner Hay. “Again, it is suggested that if General Booth were to appear among the 1 ank and file they would proclaim him leader. The reply to this is that he is totally unfit to appear r long the people anywhere. As to the rank and file acclaiming him, there would be no legal importance in this if they did; but having been present at many large meetings in London after the General was removed from office and having witnessed en masse demonstrations— without a dissentient—l know there is universal approval in respect to the decisions of the High Council and whole-hearted acceptance of the new leader.
