(Received Dec. 3, at 10 p.m.) The Soviet Government announces that drastic measures will be taken to stop the flogging of peasants by local Soviet officials. Three hundred cases ; were reported in September, public floggings being, common in some villages. The chairman of the village Soviet at Petrovka personally flogged 15.—Times Cable.
