CITY COUNCIL REPORTS.

The following clauses are extracted from the various committee reports to be presented at the meeting of the City Council on Wednesday night;— RESERVES COMMITTEE. Messrs H. E. Shaddock (Ltd.) have presented to the council ICO seats which were manufactured by the donors and loaned for the time being to the Exhibition Company. Delivery of the seats will now be taken by the Superintendent of Reserves. A letter has been forwarded to Messrs Shacklock (Ltd-) conveying the thanks of the conned for their generous gift. An offer from the Amenities and Town-planning Society of a contribution of £2O towards the cost of removing exbtio trees from the Town Belt and replacing with natives has been received and accepted with thanks. GENERAL COMMITTEE. Authority has been granted to purchase a “Peroo” flaying machine for use at the City Abattoir. This machine is an eleo-trically-operated device for removing the hides from carcases. It is in use in other parts of the world, notably Franco and South Africa. WORKS COMMITTEE. The committee recommends that the tender of Messrs John Mill and Go. for the supply and delivery of coal to the works and other municipal departments of the council during the year ending March 31, 1927, be hereby accepted. The tender is the lowest of seven received. The committee reports than an offer from the .Otago Education Board to provide a piece of land at the junction of Bridgman and Grosvenor streets, to permit of the roadway at this junction being widened out, has been accepted. The removal of the existing school fence and its re-erection on the new street line is to be attended to by the council Authority has been granted the city engineer to proceed with the work of constructing kerbing and channelling on the south side of Willis street to Coates orescent, relaying kerbing and channelling on the north side at a higher level, metalling and forming screened footpath at an estimated cost of £360. The engineer has also been instructed to proceed with the work of forming, metalling, constructing kerbing and channelling and mud tanks and connections, and erecting handrail and concrete base in Coates crescent from Rattray street to Mason street at an estimated cost of £2200. This work will be carried out in terms of the agreement with the Harbour Board, under which that body contributes 50 per cent, of the cost- The estimated amount to be provided by the council is £1365 and by the Harbour Board £1195. ELECTRIC' POWER AND LIGHTING ' COMMITTEE. The Electric Power and Light Committee recommends that the tender of Messrs Garrick, Wedderspoon (Ltd.), Christchurch, for the supply and delivery of one radial drilling machine be accepted. The tender is the lowest for the type of machine required. The committee reports that authority has been granted to amend the rate for electric heating in churches by eliminating the fixed charge of 10s per kw. year of the installed capacity. The churches will therefore in future pay for the consumption at the rate of Id per unit, without any fixed charge. The radiators are to be used on Sundays and on week night evenings only after 6.30 o'clock. TRAMWAY COMMITTEE. The Tramway Committee recommends that the under-mentioned quotations for the supply and delivery of trolley wire and feeder cable be accepted:—(a) For the supply of six miles of trolley wire, delivered at the department’s store: Joseph Nathan and Co., Dunedin, in the sum of £489. (b) For 1000 yards of feeder cable, delivered at the department’s store: Messrs Richardson, M’Cabc, and Co., in the sum of £304 12s. The tenders recommended are the lowest of those received. GAS COMMITTEE. The committee reports that authority has been granted to invite tenders for an extension to the engine room at the works, and also for alterations to the coal store. The extra space at the engine room is required -to house the new Booster recently ordered from England, and the work at the coal store is required in view of the new extensions to the carbonising plant. Authority has been granted for the following extensions and renewal of mains—viz.: (a) The renewal with 3in main of the existing IJin pipe in Nelson street, Nicholson street, and Macandrew road at an estimated cost of £320. (b) The laying of a Sin main in Kamura street, Anderson’s Bay, at an estimated cost of £9O. WORKS COMMITTEE. The Works Committee recommends that authority be granted to carry out the following new construction work:—(a) 400 ft of 12in E.W. sewer in Union street; (b) 75(3ft of 12in E.W. sewer, 1520 ft of 9in E.W sewer, and 1075 ft of Gin E.W. sewer in King street; (c) seven tees across the street under brick sewer, and (d) 36 manholes. at a total estimated cost of £6530. These are all foul sewers, which it is necessary to construct before King street is paved, in order to establish a separate system of drainage. The work will bo a charge on loan account, (e) 700 ft of 12in E.W. sewer, 3Goft of 15in E.W. sewer, 340 ft of 12in E.W. sewer in Halsey street; (f) 576 ft of 18in E.W. sewer in Ward street; (g) 700 ft of 15in E.W. sewer. 350 ft of 12in E.W. sewer in Bauchop street; (h) 940 ft of 9in E.W. sewer in Fryatt street, at a total estimated cost of £B4IO 10s. This expenditure is chargeable to loan account, and a proportion thereof will be payable by the Harbour Board in terms of the recent award. The City Engineer has also been instructed to proceed with the work of extending the sewer in Scoular street for a distance of 164 ft at an estimated cost for the sewer and two manholes of £ll2. The committee reports that in view of the large increase in the number of tramway. track drains which the board is now called upon to attend to, and the considerable advance in the cost of labour which has occurred since the charge for these services was first fixed, (he City Council has been advised that the charge will need to lie increased from the present rate of £36 8s to £ls(Tper annum. An inquiry has been received from the Green Island Borough Council as to the terms upon which the board would be prepared to undertake the drainage and sewerage of the borough. The matter is covered by the Boards Act of 1915, which provides for the inclusion of a sub-dis-trict and the imposition of differential rating. The Green Island Council has therefore been informed that the committee would be prepared to recommend the board to agree to the inclusion of the borough in the drainage district on condition Unit the borough agreed to a differential rate, which would need to bo fixed at such a figure ns would provide the income to pay for the cost of the whole of the works undertaken in the sub-district. The committee recommends that authority be granted to make the necessary arrangements for renewing the board's loan of £50,000 at 4J per cent., which matures on July 1. It is proposed that the term of the renewal loan be 10 years and the interest 5J per cent. The amount will require to be renewed in full.
