(Received June 17, at 5.5 p.m.) The Ministerial statement to be submitted to Parliament comprises a general amnesty in homo politics with certain exceptions—the suppression of the French Embassy at the Vatican, the strict application of the law of congregations, arid a reduction of military expenditure so far as is compatible with the security of the country. The financial measures include the suppression of retrenchment by administrative decrees, the restoration of the match monopoly, a strict inquiry into the financial position of the country with the object- of ensuring the balancing of the Budget, prosecution in cases of fraud against the Exchequer, and a tightening i up of income tax and a readjustment of taxation, and decreases in taxation paid by the consumer, especially the turnover tax. The measures also include observ- ; ance of the right of Government employees to belong to trade unions. The statement deals with the consolidation of peace by an international agreement, an extension of the part played by the League of Nations’ International Labour Office and the Court of International Justice at The Hague, the restoration of normal relations with Russia, unreserved .acceptance of the experts’ report, a continuance of the Ruhr occupation until ’ the pledges provided by tha Dawes report are handed over to a proper international organisation, the resumption of contol over the disarmament' of-Ger-many, and the solution of the security problem by guarantee pacts under the aegis of the League of Nations.-r-Reuter GENERAL NOLLET’S APPOINTMENT, CONSTERNATION IN GERMANY. BERLIN, June 16-' (Received June 17, at 5.5 p.m.) The appointment of General Nqllet. a* French Minister of War was received with consternation and anger by the newspapers, particularly the Nationalist papers, which are indulging in violent language, teming it a blow in the- lace to Germany and an evidence France intends to continue her old policy.-pAi and N.Z.
