There is much newspaper comment on the German reparations Note. The opinion is general that the reply weakens the Cannes plan. The Echo de Paris says that it has at least the merit of bringing the Allies to a sense of their responsibility. It is impossible for them to avoid replying to the German non possums.—A. and N.Z.
