GENERAL ELECTION TALK. LABOUR PREPARING. Press Association—By Telegraph—Copyright. LONDON, January 31. (Received Jan. 31, at 9.30 p.m.) The Daily Herald states authoritatively that owing to Cabinet dissensions over the House of Lords vote a general election is being planned for April. Significantly, Mr A. Henderson (Labour), speaking at Manchester, delivered a full-fledged policy speech which was moderate in tone. He declared that Labour stdod for international peace, the restoration _ of stable economic and political conditions, and international friendship and confidence. He favoured all nations being included in the League of Nations, drastic reduction in armaments, no secret treaties, the recognition of the independence of Egypt, and genuine self-government in India. He said it was daily becoming more apparent that the Moderate Labour element nad won the upper hand of the party machine.—A. and N.Z. Cable.
