(Received Sept. 24, at 7.20 p.m.) The Naval Estimates have- been framed with a view to reducing the commonwealth indebtedness. , It is therefore proposed by the end of June next to reduce the personnel from 6628 to 4651, but it is intended to reserve complete ratings required to fully man the fleet. Steps will also be taken to build up an adequate reserve of ammunition, oil fuel, and_ coal as soon as funds are available'. Aerial co-operation with the fleet is considered of first importance, and provision has been made, therefore, for arming merchant vessels in time of war. The Minister pointed out that the scheme was not regarded as in any way adequate for the defence of the country, but was merely the_ nucleus of a fleet ori the local defence basis, and w.ns expandable when circ instances permit. Meantime the country must rely on the British navy.
