DELHI, September 23. The Civil Commissioner of Mesopotamia has issued a farewell proclamation at Bagdad. After tracing" the history of the British. occupation, the proclamation points ont that until a mandate over Mesopotamia is definitely given Great Britain is unable to carry out the policy of General Maude. The Nationalists' Government, which is frankly revolutionary, fanatical, and anarchical, is to rnJe. The worst is now over, and, with more troops and cooler weather, there is good reason to believe that the present disturbances will abate. Until this is done the constructive _ policy which Sir Percy Cox is undertaking cannot be initiated A and N.Z. Cable.
PERSIAN COSSACKS RETAKE RESHT.
REDS RETREAT TOWARDS ENZELI.
DELHI, September 23. (Received Sept. 24, at 8.15 mn.) Persian Cossacks re-took Resht on September 22. The town is now quiet Cossacks are pursuing the Bolshevists towards Enzeli.—A. and N.Z. Cable
