ALLIED ASSISTANCE PROJECTED.
ALL THAT IS NEEDED. AN INVITATION FROM RUSSIA. LONDON, May 21. i(Received May 22, at 7.30 p.m.) Great diplomatic efforts arc proceeding to secure an allied agreement to the protection of the Russians in view of Germany's ruthless enslavements. The position is that the British and French most strongly desire American support before inaugurating substantial armed intervention* while Mr Wilson requires a Russian invitation. All allied sources of information confirm the view that the Russians' detestation of the mermans is rising to fever heat, as the depredations are cruel and penetration proceeds. It is believed that an allied expedition would bring a rally against the Germans. Though a great Russian military revival is impossible, Germany would be compelled to withdraw troops from the west. She has few troops in Russia, her penetration being largely conducted on the principle of bluff.
