GERMAN METHODS IN FINLAND. A DICTATOR APPOINTED. Renter's Telegrams. ' STOCKHOLM, May 21. The Finnish Diet nominated the Premier, Even U'nfnkl, to be temporary dictator. In the course of an interview he declared that tho only way for Finland to become independent is to choose a constitutional monarch. AMERICAN ASSISTANCE. SUGGESTED APPEAL TO JAPAN. Australian and N.Z. Cable Association. LONDON, May 21. The Daily Chronicle appeals to President Wilson not to delay to put himself at the head of a more positive allied policy for Russia. The paper suggests that a Japanese army be sent to supply tho nucleus of discipline and order, around Vyhicli the forces of reconstruction in R.ussia may be able to rally. If the Allies do not assist the Russian democracy the Germans will supply the nucleus for Russian reactionary forces. Already, as the Chronicle points out, the gallant Georgians are being squeezed into surrender between German pressure in Crimea and Turkish pressure in Armenia. The Allies ought to do sometiling to save the Russians, the Ukrainians, and other nationalities from the hideous dilemma of German despotism or internal disorder, famine, and bloodshed. WASHINGTON, May 21. Influential circles are urging.the United States Government to offer Red Cross workers, money, and troops to go to Russia. It is increasingly felt that Russia must be helped to resist Germany.
